Perfect Susanoo should be a rinnegan exclusive ability

I know Kishimoto did this with Sasuke later but he really should’ve started when he first introduced Madara showing that he just discovered it when he fought the Gokage

It would’ve limited Hashirama but why is that a bad thing he and Madara were way to overpowered anyway just make them slightly overpowered than everyone else not god tier overpowered
