When is it actually a teacher problem?

I'm not discounting the number of people who have unsupportive admin, impossible policies or standards to follow, or who are just generally not set up for success.

However, when have you seen it truly be a "teacher problem" as opposed to admin? You know, the teachers who double down on bad practices or play the paperwork game enough to not have to make any real needed change. The ones who give the entire profession a bad name.

And then what happened with those teachers?
