New build has power but won’t spin fans

Like the title says I just built a new pc and when I turn it on my psu fan spins to issue but every other fan and even my cpu AIO pump thing (Liquid Freezer 2) will do a quarter of a spin and that’s it. I haven’t seen this before and can’t find anything online. I hear the pc do a little tick when I press the power button and my power button LED works but that’s it. Please help!
