If a 4070 struggles to play some games at 1080p rasterized, then at what point will DLSS be unable to drop the resolution low enough to compensate for lack of optimization?

Is 2030 gaming going to be a bunch of 240p shit upscaled all the way to 4k just to make games playable? I'm not entirely versed in AI upscaling, but even if AI upscaling took next to no power to do the upscaling calculations, there's still a point where you can't net anymore performance without dropping the resolution even further. If a 4070 struggles to play games at even 1080 native then what are we going to do when DLSS is set to Ultra Performance 720p 33% scale and it's still not enough to upscale back to 4k at playable frame rates?
