Brand new with issues

Hello! I just received a brand new scooter that was slightly disassembled. This is my second scooter so I wasn’t surprised. My partner took a couple of days to put it together. He has experience with car mechanics but he’s never worked extensively on a scooter. There are a couple extra parts that he was not able to find where they go. It also overheard and shuts off. Help me help him and not take the whole scooter apart again. Does a scooter already have all its necessary fluids besides gas when it is shipped?Where do these two parts go, and is it a part of the problem of it overheating so quickly?
