Potentially dumb question - Masters stipend guarantee?

I realize this is probably a dumb question... but are you guaranteed a stipend for your masters program? I noticed that there is a graduate entrance scholarship but you have to be nomiated by your department for it (it's about $20,000) and it seems more like a scholarship competition.
